Charles is a developer evangelist in the Cisco DevNet team with a passion for open source software and open standards. His journey with open source began in 1999 as a founding member of Vovida Networks where he developed some of the industry's first open source Voice over IP (VoIP) protocol stacks and applications. Now at Cisco, Charles has become a recognized champion of open standards and interoperability.

Charles was one of the pioneers opening proprietary public safety deployments to the benefits of IP networks, authoring and implementing the Bridging Systems Interface (BSI), adopted by the U.S. Department of Homeland Security for enabling voice communication among disparate radio frequencies, systems, and technologies. Within the IETF, he is an author of the SIP recording protocol (SIPREC), chairs the BFCPBIS and MTGVENUE working groups, and founded and runs the IETF Hackathons, uniting open source software with open standards. In the IMTC, he chairs the SIP Interconnect Activity Group, which enabled the transition from H.323 to SIP based video conferencing. Now with DevNet, Charles is responsible for the Open Source Dev Center, providing developer resources related to Cisco’s engagements within open source communities and open standards.
